Representation and Policy Responsiveness: The Median Voter, Election Rules, and Redistributive Welfare Spending October 2010 The Journal of Politics 72(04):1014 - 1028

There are two reasons. First, public responsiveness provides an important motivation for politicians to represent public preferences: a monitoring public. Many ethnic minorities demand (adequate) descriptive representation in parliament because they expect it to affect the responsiveness of governments towards their demands.
